Running Some Test

Wow, there's a lot of different functions in CS4, almost lost in it hahah XD
Well, I've managed to done simple things on the picture given by Madam Lydia....
Edit here and there, just the simple steps....On the left hand side is the original picture and on the right hand side is the edited....

Edited picture

Here are the simple steps I did to edit the picture :

Step 1. Open using Photoshop and create an ellipse using the Ellipse Tool, starting from the center of the front light of the car and set the color to yellow. Make sure to hold on the Shift and Alt key to make a perfect circle.

Step 2. Then, rasterize the new layer added, which is the ellipse, by right-clicking on it and click Rasterize Layer so that it can be edited.

Step 3. After that, select on Filter > Blur > Gaussian Blur to make the light much more realistic.

Step 4. Use the ellipse selection tool on the Elliptical Marquee Tool and make a circle shape around the the front light. After that, go to Select > Inverse on the menu bar to select everything other than the lights.

Step 5. Then, go to Image > Adjustments > Curves and play with the graph to have the night effect or to darken the picture.

Step 6. Add a rectangular shape using the Rectangle Tool on the Tool Bar and use the Free Transformation (Ctrl + T) to adjust the shape as if it's a real light.

Step 7. The final step is to add the Gaussian Blur effect again on the rectangle shape to make the lights shine towards the front.

And volla, my first artwork using Photoshop after many many years hahaha! ^_^
